USITO Call for Comments: CAC Released Provisions of the State Council on Ensuring the Healthy and Safe Use of the Internet by Minors (Draft for Comments)
On Sept 18, CAC released the Provisions of the State Council on Ensuring the Healthy and Safe Use of the Internet by Minors (Draft for Comments), calling for public comments until October 17, 2026. The draft Provisions would establish a comprehensive framework for protecting minors in connection with internet products and services in China. They would require relevant providers to strengthen age-assurance mechanisms and minors’ mode functions; restrict or prohibit certain services for minors; enhance content and algorithm governance; protect minors’ personal information; and implement measures to address addiction, excessive consumption, online fraud, and other risks.
