State Council Publishes Three-Network Convergence Promotion Plan

On September 4, the State Council published a Three-Network Convergence Promotion Plan aimed at accelerating development in China's telecommunications space. The plan focuses on three areas:

• Promote greater nationwide telecommunications access and broadcasting coverage
• Accelerate broadband network construction and planning
• Ensure network information security and cultural security

The Promotion Plan calls for four strategies to achieve network convergence:

• Promote relevant laws and regulations
• Implement new benefits and preferential policies for contributing enterprises
• Enhance information security protection levels for important infrastructure
• Establish a Three-Network Convergence security safeguard system
