MIIT to Release Telecom Network Security Rules
The Ministry of Industry and Information Technology (MIIT) announced on August 18 that it will publish the Administrative Measures for Assurance and Supervision of Communication Network Security (draft for comments), in order to tighten the management over communication network security.
Under the new rules, communication network operators and Internet domain name service providers will be subject to a disciplinary warning or fines of no more than RMB 30,000 (USD 4,411) in case they fail to go through registration formalities or significant security flaws are found. In addition, public communication networks, Internet networks operated by telecom carriers as well as Internet domain name service providers shall be equipped with network security assurance measures. The organizations operating networks shall classify their networks in operation into different protection levels, i.e., the five security levels between level 1 through level 5, per their respective importance to the national security, social stability and economic development. MIIT will assign tasks to its provincial branches to perform direction, coordination and supervision works on each province¡¯s classification work.
The Measures states that the purpose of publishing the Measures is to ¡°prevent jam, interruption, breakdown or illegal control of communication networks, and loss, leakage or unauthorized modification of data when transmitted, stored or processed in communication networks¡±. The ministry said that it would keep soliciting comments from the society from August 18 to September 4, after which it will "find a suitable time" to officially release the rules to the public. According to a notice issued by MIIT, the draft rules were drafted by the Policy and Regulations Department of MIIT, interested parties are welcome to feed back to the department via wangxiaofei@miit.gov.cn.
USITO Notes: The drafting of this new regulation should come as no surprise as network and cyber security have been gaining importance in China. In reality, the former MII as early back as 2006, published a number of similar regulations and standards stating that all telecom networks must carry out multiple-level security protection of their networks, similar to the MLPS regime being promoted by the Ministry of Public Security (MPS). Thus, MIIT appears to be under pressure from MPS to further implement the MLPS regime, but with enough leeway to use their own telecom-specific technical measures during the implementation process.
Additionally, earlier this year MIIT published new telecom security regulations to help prevent, identify, and manage DDOS attacks over the network, which signals the Chinese governments resolve to protect and sustain the telecom networks. This is especially important with several high-profile security incidents taking place this year in which multiple provincial backbone networks were taken offline due to malicious attacks. EUCCC: Chinese Protectionist Measures Stifles Overseas Firms' Business
On September 2, the European Union Chamber of Commerce in China (EUCCC) released its European Business in China Position Paper 2009, as one of the nine annual position papers released by EUCCC. The Chamber said the Paper was based upon surveys of 1,400 member companies. Noteworthy messages included:
1. The Paper first agrees on the progresses made by China's ongoing economic reforms.
2. There are signs of
"increasing threat of protectionism", since European enterprises are increasingly feeling so from the government when doing business in the country.
3. European firms now face mainly three kinds of challenges, including market access, transparency of legislation, and Intellectual Property Rights (IPR).
4. The lack of transparency in legislation and implementation, has been one of the major obstacle facing European businesses in China.
5. There are not enough explanation and analysis when the government announces important decisions and key cases. The Paper calls for actions to build "predictable, transparent and fair business environment for all, since such actions would "strengthen confidence from the European companies and also boost domestic consumption".
USITO Notes: Actually most of the points listed above were not new issues, in previous such papers released by the chamber, there were traces of similar points. However, it seems that this year the "protectionism" issue was especially highlighted, as this word was captioned in most media reports shortly after the paper release. The topic appears a sensitive one given this year's world economic situation, the chamber's tone would be sending a strong discouraging message to European companies operating or planning to operate in China. In the Chinese side, the Commerce Ministry immediately rebuffed the criticism, with its statement to the press at the next day that "China keeps trying hard to create an open and good environment for all foreign companies". Despite episodes like such, China would continue to be an attractive destination, and this is beneficial for both sides. Like anywhere else, industry outcries are not just complaining, instead they are intended to ask the government calibrate its policies to ensure a sustainable bilateral trade development.

MIIT: Notice of Further Strengthening Technology Innovation Work
On 9/2/2009, the Ministry of Industry and Information Technology (MIIT) released in its website the ¡°Notice of Further Strengthening Technology Innovation Work¡±. It states that in order to cope with the financial crisis and improve the core competitiveness of China's technology sector, six measures shall be counted on:
1. Fully realize the importance of strengthening technology innovation.
2. Strengthen the formulation work of technology innovation strategies, plans and policies, thus enhance policy support and increase the investment to technology innovation.
3. Accelerate the construction of technology innovation system. Make the enterprises become the mainstay of the country's innovation drive, build a market-oriented innovation system.
4. Accelerate the process of adopting hi-tech to reconstruct and improve the traditional industries. Focus on the ten industrial rejuvenation plans and break the bottleneck of core technologies.
5. Actively push the conversion of hi-tech and S&T achievements. Leverage the hi-tech development to the industrial structure adjustment.
6. Enforce the implementation and strengthen the direction and supervision work.

MoC Regulates Online Music Market
On Sept. 3, the Ministry of Culture issued the Circular of the Ministry of Culture (MoC) on Strengthening and Improving Online Music Content Censorship, which includes provisions on qualifications for applicants for importing online music, mode of censorship, online imported music trade and search of music products. According to the Ministry, the Circular was issued to regulate the online music market in China, where large numbers of music products are imported without censorship, music products pirated, illegal links serious, and regulatory supervision not in place. Under the Circular, only commercial-purpose Internet culture organizations approved by the Ministry of Culture can engage in operations of online music products, including production, publishing, dissemination and import of online music products. MIIT Begins Drafting Service Outsourcing Standard
Sources from the information technology service standards working group established by MIIT revealed that China¡¯s draft service outsourcing standard will be announced in the end of this year. A service outsourcing team under the working group has determined the framework of the standard. This team, chaired by Neusoft, is formed of 14-15 domestic enterprises and institutions. According to Zhao Hongbo, Senior Vice President of Neusoft, ¡°Standards determines the future. Whoever controls rules and standards in the future world will win in the competition.¡± China¡¯s service outsourcing industry has a short history but has been growing fast to be in a position to compete for foreign service outsourcing market. China to Implement 100 Industry Cluster Pilot Project
MIIT General Engineer and Spokesman Zhu Hongren told the media on Sept. 3 that to better promote the development of industry clusters, China will soon implement a one-hundred industry cluster pilot project. Zhu said in an interview that over the years, industry clusters have become an important channel for propelling the development of small and medium sized enterprises in China, and play vital roles in strengthening cooperation among enterprises, promoting the pooling and optimized allocation of resources, lowering innovation cost, and saving social resources. CSL, ZTE Ally on Asia's First 4G Network
Hong Kong-based telecom operator CSL and ZTE jointly announced on Sept. 1 that a deal has been signed for building a 4G commercial network in Hong Kong, which is scheduled to start operation in 2010, at a data rate of 100Mbps. CSL and ZTE held a meeting for demonstration of LTE services on that day. During the meeting, CSL President Tarek A.Robbiati said this proposed network will be constructed on basis of all-round upgrading of current 2G/3G network, and that ZTE has been chosen to be the exclusive supplier for 2G/3G system replacement and network construction. CSL is a mobile communication operator in Hong Kong having the most users, in which Telstra owns controlling stakes. Chinese Text

ChinaMobile Unveils OPhone
On August 31, China Mobile unveils its long-awaited OPhone platform and OPhone handset. China Mobile President Wang Jianzhou said the OPhone platform is a mobile Internet-oriented software platform for smart mobile terminals developed by telecom carriers, and will help sharpen competitiveness of TD-SCDMA terminals. Lou Qinjian, Vice Minister of MIIT, spoke highly of the OPhone platform developed by China Mobile, commenting that the birth of OPhone platform has filled the gap in the field of smart terminal software platform in China, effectively boosting the global competitiveness of the domestic smart handset industry. According to China Mobile, the OPhone platform has enjoyed wide support of the industry, and being open to public laid a solid foundation for its existence and growth in future. Chinese Text
China Unicom Inks Deal with Apple for iPhone Launch
China Unicom and Apple announced jointly on August 28 the availability of iPhone in China, which will be introduced to the Chinese market in 2009 Q4. China Unicom Chairman Chang Xiaobing explained that China Unicom plans to introduce two models of iPhone: 3G and 3GS. He also said that ¡°iPhone handsets will be purchased from Apple at competitive prices. We are convinced that China Unicom¡¯s high-speed mobile broadband network, plus professional and diversified data services capabilities of iPhone handsets, will bring brand-new communication and information application experience for Chinese users.¡± Chinese Text

BOE Launches 8th Generation TFT-LCD Production Line in Beijing
Beijing Digital TV Industry Park was launched in Beijing on August 31, with BOE¡¯s eighth generation TFT-LCD production line project as the core. CPPCC Chairman Jia Qinglin showed up at the ground-breaking ceremony, and pointed out the TFT-LCD industry can advance the all-round upgrading and progress of electronic information industry technologies, and is of strategic significance in promoting the industrialization and IT application in China. China has made ¡°new display and transformation of color TV industry¡± one of key projects of its electronic information industry for priority investment in the next three years. It is reported that BOE¡¯s eighth generation TFT-LCD line project requires an investment of RMB28 billion, and this is China¡¯s first TFT-LCD production line turning out 40¡±+ panels for LCD TVs. Neusoft Buys Finland Software Firms
China¡¯s software outsourcing giant Neusoft Group has taken a big step in overseas merger and acquisition. This group announced that its wholly owned subsidiary Neusoft Europe acquired 100% stakes of three subsidiaries of Sesca Group Oy, a Finland-based software developer, at prices of no more than € 12 million. The three companies specialize in smart handset software development, mobile comm. Software development, software development and testing for their clients such as Nokia. According to market analysts, this move demonstrates Neusoft¡¯s plan to increase sources of profits. Chinese Text
China Telecom Shuts Down Application Store Shortly After Test
On September 1, China Telecom shut down its online application store during the first day of an online beta testing. Sources said the shutdown was primarily because of the unanticipated level of industry attention and the high volume Web traffic. The company's executive said that China Telecom will continue to conduct online tests of the eSurfing Space Application Market site, which is not mature yet, and need to be developed in many aspects. The Web site of China Telecom's service portal is not ready yet, which may hinder the app market development, according to the executive. It is reported that the online application store currently has 11 types of applications such as online games, music downloads, e-books, travel information, education, financial service, etc. Chinese Text
