Six Ministries Releases ¡°Overall Implementation Measures for National Technology Innovation Projects¡±

According to a 7/22/2009 press release in www.gov.cn, six Chinese ministries have on July 14 jointly released the ¡°Overall Implementation Measures for National Technology Innovation Projects¡±, which specifies the guidelines, principles, objectives, as well as six major tasks and five assurance measures for implementing the national technology innovative projects. The six ministries are namely the Ministry of Sicence and Technology, the Ministry of Finance, the Ministry of Education, the State-owned Assets Supervision and Administration Commission, All-China Federation of Trade Unions, and China Development Bank.

The 6-ministry directive states that, the ¡°National Technology Innovation Project¡± is a systematic project which aims at building a system that highlights enterprises as the main power in China's national innovation drive by further innovating the administrative process and integrating relevant resources to support the enterprises. The directive will serve as a guideline to achieve this goal. It raises a slogan for the principles of implementing the Technology Innovation Project - ¡°Enterprises as the Mainstay, Government as the Guide; Deepen the Reform, Innovate the Mechanism; Eyeing the Future while Focusing on the Status Quo; Strengthen Coordination Between the Authorities and Build Top-Down Synergy¡±.

USITO Notes: The new directive is a ministerial level response to the State Council¡¯s circular of ¡°Opinions about Adopting Science and Technology to Promote the Economic Development¡±, known as the No.9 Circular, released in late February this year with an aim to stimulating the economy and fighting the downturn. The most noteworthy point of the directive is the government intention to encourage the ¡°enterprises¡± to lead China¡¯s indigenous innovation drive instead of the ¡°government¡±. Since enterprises are more market and profit driven, they would be more efficient in exploring the best way for innovation patterns, coordinating the industry, the academian, and the government, etc. The authorities reiterate for a few times in the document that the government shall try to guide the enterprises to lead the innovation drive, and assume the role of policy supporting and implementation supervision, instead of being both "referee and players".

There were a lot debates amongst government authorities and the academian that the Indigenous Innovation promotion had been pretty much based on a planned economy mentality - the government plans/decides everything and pushes the industry to follow. The rigid top-down approach has proved counter productive. The new directive is thus an effort to turn around the approach, though it carries more slogans but lacks workable measures to enforce the implementation.

2009 China Joy Takes Place in Shanghai

On July 23-26, the 7th ChinaJoy Expo, China's most important online interactive entainment show, was held in Shanghai. Official press releases said the event attracted 170 companies from seven countries and areas around the world, including such renowned foreign companies as EA, AMD, Ubisoft and NVIDIA, major domestic players like Shanda, Giant, Tencent, Kingsoft, The Nine, NetEase, 9you, Sohu, etc.

A feature of this year's event was "3G era -- Display Area for Mobile MMOG", with mobile game companies present to exhibit their products, such as Legend of Song Dynasty, One Piece, Mingzhu Three Kingdoms, and Xiaoao. It was the first time in the history of ChinaJoy that mobile MMOG represents part of the show area which has been dominated by PC games.

The event presented a series of awards, such as "The Top 10 Influential Figures in China's Game Industry", "The Ten Most Valuable Enterprises in China's Game Industry", and "The Ten Most Popular Self-Developed Online Games". It also hosted a series of contests, including the ChinaJoy Cosplay Carnival which witnessed the outstanding performances of 25 Cosplay societies across China. tech.sina.com.cn, 7/23/2009

USITO Notes: No clear sign so far that online game industry was dragged by world financial crisis, instead this sector appears especially potent in sustaining innovation. This year marks the 10th anniversary of China's online game industry; after ten years' robust growth, it has made China one of the world's top markets for online games. This year the event mainly showcases the homegrown game industry's achievements and the overseas expansion of Chinese game companies, no surprise whatsoever due to China's Indigenous Innovation call.

On the other hand, a series of problems have come along with the robust growth, such as a clear sign of talent shortage has emerged, and the domestic firms began worrying about the lack of hardcore technologies. The sideline event held in the margins of China Joy, China Game Developers Conference (CGDC), was themed to tackle these problems. Lots of case studies were discussed, such as the R&D systems of leading overseas firms, project management technics and talent training, as well as how to harness technological exchanges.
