On February 26, 2009, the China Academy of Telecommunications Research (CATR), MIIT's research arm, hosted a symposium on Government Stimulus Policy Readout featuring the USITO expert team: Dr. Robert Pepper, Lester Ross and Geoff Siebengartner. President Yang Zemin of CATR and Dr. John Chiang of USITO moderated the event. MIIT's policy officials, reps from China's three telecom carriers, and CATR senior staff joined the meeting. Twin Conferences Commit to Stimulate Economy

Two annual top national-level conferences kicked off in Beijing this week: the National People's Congress (NPC), China's top legislature, and the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body. The two sessions, held in the moment of global economic meltdown, have received wide attention from the mass media, the Chinese general public and the industries. Senior leaders presenting the meeting admitted China is now facing "unprecedented difficulties and challenges" as economic growth slows, employment pressure mounts and social uncertainties increase, and 2009 will be the most difficult year since the new millennium.

During the twin sessions, government leaders reiterated that China will be able to keep its economic growth at about 8 percent in 2009 despite worsening world economy. China's economy cooled to a 7-year low of 9 percent last year, and broke a 5-year streak of double-digit expansion.

It is widely expected that NPC deputies and CPPCC members will conduct extensive discussions on the country's stimulus plans and programs to rejuvenate 10 industries (covered in the last issue of USITO weekly). According to a Xinhua report, key discussion agenda on the two sessions include: employment; medical care system reform; social security system; anti-corruption; food security; farmers' incomes; and economic restructuring.

In his 35-page work report, Premier Wen Jiabao outlined a massive package plan (about similar to the RMB 4 trillion plan), which included huge government investment, tax reform, industrial restructuring, scientific innovation, social welfare and promoting employment. Wen said the government will adopt "a proactive fiscal policy" and significantly increase government spending to expand domestic demand. xinhuanet.com, 3/5/2009

USITO Notes: Chinese government insists that the most efficient way in fighting downturn is to increase government spending in infrastructures and the like; and it is able to do so due to China's huge foreign reserves, budget surplus and current account surplus. The RMB 4 trillion (USD 586 bln) stimulus package proposal drafted in early November 2008 is now going through approval process in the two sessions. In addition to the 4 trillion stimulus, Wen's work report stated an extra budgeted fiscal deficit of RMB 950 billion (USD 139 billion) for 2009, the highest in the Communist Party's history. However, more spending beyond the 4 trillion proposal remains absent.

Chinese situation is growingly challenging right now. Official figures stated that thanks to shrinking foreign orders, over 20% of coastal factories have shut down, laying off at least 20 million out of the total 130 million migrant work force. The real situation could be worse, as official figures are often times only half true. Social unrest and sustained growth are the two most dominant threats to the government, so stimulating the economy from a variety of angles looks more necessary.

USITO has been closely following the stimulus issue lately, and is closely involved in the discussions with Chinese policy think tanks. At the current stage, though quite a lot overarching stimulus guidelines are made available in China, we are yet to see the corresponding implementation or enforcement details for most of the guidelines. Wen didn't mention any measures on how to spend the 4 trillion money, making the details remain vague since its unveiling.


China WEEE is Signed Into Law


According to MIIT website, on 3/4/2009, China's State Council officially approved the long-awaited "Regulation for the Management of the Recycling and Disposal of Waste Electrical and Electronic Products" ("China WEEE"). The Regulation, containing 5 chapters and 35 articles, will enter into force on January 1, 2011.

WEEE, first regulated in Europe, has spread to many countries including China in recent years. The WEEE Directive is the European Community directive 2002/96/EC on waste electrical and electronic equipment (WEEE) which, together with the RoHS Directive 2002/95/EC, became European Law in February 2003, setting collection, recycling and recovery targets for all types of electrical goods.

Similar to the EU directive, the China WEEE imposes the responsibility for the disposal of waste electrical and electronic equipment on the manufacturers of such equipment. Those companies should establish an infrastructure for collecting WEEE and are requested to use the collected waste in an ecologically-friendly manner, either by ecological disposal or by reuse/refurbishment of the collected WEEE. USITO Notes: The official passage of China WEEE could be a landmark development in the management framework for waste electronics products. It indicates that China has shaped a national regulatory program aimed at the take-back and recycling system. 3G Mobile Terminals Subject to CCC Certification Next Year

According to Certification and Accreditation Administration of (CNCA), from 1/1/2010, all 3G mobile terminal equipment sold or used in China must obtain CCC(China Compulsory Certification) licenses from CNCA. It will cover TD-SCDMA, WCDMA and CDMA2000 technologies. CNCA stated that the "First-Batch CCC Product Catalog" formulated by CNCA earlier included GSM and CDMA mobile terminals, since 3G terminals are derived from the GSM and CDMA technologies, it is justified to include them into the CCC scope. USITO Notes : CNCA again has increased its regulatory oversight regarding telecom equipment, especially handheld devices. In the past, CNCA had certified mobile network equipment along with MII, which created burdens for companies as in order to be compliant, one would have to acquire two separate certificates. In reality, it appears the testing requirements for 3G equipment is focused on safety and EMC, not going attempting to mandate what technology should be used. Ultimately though this does raise burdensome and unnecessary testing requirements for foreign industry.

Chinese Premier: Improve Telecom Regulatory System

When addressing the 2nd Plenary Session of the 11th National People's Congress held in Beijing on March 5, Wen Jiabao, Premier of the State Council, highlighted the need to improve the telecom regulatory system, and enact and publish auxiliary regulatory policies supporting the telecom system reform. China Mobile to Launch First 4G Network Test Next Year

A China Mobile official said that China Mobile will launch a testing of its TD-LTE network in Shanghai in 2010 for Shanghai World Expo. This will be China Mobile ' s first testing of 4G network, and the downlink rate will hit 100Mbps. According to China Mobile ' s plan, TD-LTE will be the main evolution trend of network technology. China Mobile Continues to Search Overseas Acquisition Chances

According to a foreign media report, China Mobile Chairman and CEO Wang Jianzhou said on Wednesday that while making Chinese market its business focus, China Mobile will continue to search chances to acquire overseas telecom assets. Chinese Text  

China Unicom Sets up New Arm for 3G Deployment

China Unicom's new subsidiary --- Mobile Network Co., Ltd. was just formed. This firm is focused on the 3G network deployment and maintenance, and will have provincial operations across China. According to industry insiders, as an important step in China Unicom's setup reform efforts, new firm will provide guarantee for the operation of WCDMA network in this May. Chinese Text

Xiamen Becomes First 3G City

The completion of deployment plan of over 1100 TD-SCDMA base stations in Xiamen makes Xiamen, Fujian China's first city enjoying 3G TD services citywide. China Mobile said that by this June, 3G TD services will be delivered to all the provincial cities in China, and TD network will be deployed in 238 cities at prefecture level at the end of this year. 7th International Mobile Phone Exhibition to Open in May

The 7th International Mobile Phone Industry Exhibition is scheduled in Tianjin on May 14-17 this year. TD-SCDMA, WCDMA and CDMA2000 products are expected to be on display at the exhibition. Chinese Text

Konka to Build China 's Largest LCD Modules Base

Lenovo Launches ˇ° PC for Farmers ˇ± Program

China 's First Desktop Super Computer Makes Debut

China's first desktop super computer ˇ°Yitianˇ±, with a computation capability of over 1 trillion times per second, made debut today. The computer manufactured by Inspur Group, with a size equal to common desktop, can operate at a speed of 4 trillion times per second, equivalent to 40 server units or 200 units of PC. Jiangsu to Buy Loongson Computers

Sources said that local governments at various levels in Jiangsu will launch a centralized procurement of 150,000 Loongson computers in March, for teaching purpose in local schools. The procurement will cost roughly RMB 300m , a move stimulating the industrialization of Loongson computer. Chinese Text

China , Australia Establish Wireless Communication Technology Research Center

The inauguration ceremony of Australia-China Wireless Communication Technology Research Center established by the Information Technology Research Center of Australia's Commonwealth Scientific and Industrial Research Organisation and Beijing University of Posts and Telecommunications was held in Sydney on March 3. Vice MOST Minister Cao Jianlin , who attended the ceremony, said in an interview that China's MOST has been encouraging Chinese research institutes to enter into mutual beneficial cooperation of various forms with foreign counterparts, and accelerate the application of scientific research results. Huawei Among Global Top 4 Telecom Vendors

A report published on Friday by dell'Oro, a market researcher, showed that in Q4 2008, the share of Huawei at telecom equipment market grew sharply to 12% from 5% in Q4 2007, ranking fourth, leading to shrinked shares of Nokia-Siemens and Alcatel-Lucent. Ericsson ranked number one, owning 32% of the market. Chinese Text

ZTE Patent Application Number Hits New High

ZTE announced on March 3 that the number of its patent applications hits 17,000 globally, and the number is 1400 for internaitonal patent, of which patents for invention account for over 90%. In addition, ZTE will form a R&D team of 2000 employees for LTE and 4G research. Chinese Text

New Clauses Added to Punish Network Hackers

On February 28, the 7th session of the Standing Committee of 11th National People's Congress approved the Amendment VII to the Criminal Law. The amendment added some clauses against network crimes. Thus network hackers can be punished according to law. Chinese Text  

Korean Network TV Firms to Enter Chinese Market

According to a Korean media report, the Strategic Research Report for Korean Network TV Industry Developing Chinese Market published by Korean Business Information Association on February 27 pointed out that Beijing, Guangzhou, Shanghai, Zhejiang and Jiangsu should be regarded as key market segments when Korean network TV firms plan to enter Chinese market. Committee of Mobile Internet and Wireless City Founded

On February 27, the Committee of Mobile Internet and Wireless City under the Internet Society of China was proclaimed in Beijing. This is the first professional organization focusing on doing research on and promoting the development of mobile Internet. The committee was formed of famed vendors, operators and associations in the field of mobile Internet and wireless city, and launched by 19 firms, including Huawei, ZTE, Lenovo and Baidu. Websites Allowed to Deliver 3G Video Services

Many websites have obtained the approval of SARFT to deliver 3G mobile video services to mobile phones. This means the mobile phone video service has been put under supervision by competent authorities. These licensed websites include CCTV.com, gb.cri.cn, and Letv.com. Chinese Text
