USITO Looks for a Government Affairs Headcount
 

In conjunction with MOFCOM Vice Minister JIANG Yaoping's visit to U.S., three partner organizations - CCCME, SIA and USITO, will jointly organize an event in San Jose on Jan.13th , 2009. The forum will focus on further strengthening the U.S-China relationship in the areas of innovation, business cooperation, and IPR. China Grants 3G Licenses to Three Telecom Carriers

In the afternoon of January 7 Wednesday, MIIT Minister Li Yizhong convened an emergency meeting with the CEOs of China's three telecom carriers, in which he handed over 3G licenses to them. Four major Chinese official media agencies including Xinhua, were invited to the meeting. At 2:30pm, the media released the news that Chinese government officially announced to award the long-awaited 3G licenses to the three Chinese telecom carriers: China Mobile, the world's largest mobile carrier by subscriber base, got a license on China's homegrown TD-SCDMA standard; China Unicom won a WCDMA license, and China Telecom was granted a CDMA2000 license.

On Dec.31, 2008, the State Council, Chinese cabinet, approved MIIT to grant 3G licenses before the Chinese New Year (1/26/2009). The ministry acted promptly with two other competent authorities, NDRC (National Development & Reform Commission) and SASAC ( State-owned Assets Supervision and Admin Commission) to get the thing done within a week. The media applauded the licenses in their reports, saying it'll create more job opportunities in China and stimulate the economy. MIIT minister Li Yizhong estimated earlier that the 3G licenses may bring a total investment of up to RMB 200 billion within the year or so.

But the news sent the stock prices of the three carriers sliding the next day. China Mobile dropped 5.48% to HKD 78.45, China Unicom tumbled 10.6% to HKD 9.19 and China Telecom 5.02% to HKD 3.03. USITO Notes: Though the industry is a bit excited to see the final solution, the general public looked rather calm and indifferent about the licenses, which should have happened much earlier if they had not been in China. It is no longer a topic worth of mass attention. Some adjacent countries like Japan have operated the service for ten years or so, and many Chinese mobile users now have a 3G phone smuggled from these countries, using it only for 2G voices.

Near term 3G plans of the carriers include: China Mobile now operates TD services in 10 cities, and plans to cover 38 cities in the middle of 2009. China Telecom has started spending its RMB 100 billion budget for 3G business, and China Unicom just concluded CDMA bidding in 342 cities. The Chinese government will continue to formulate new policies to TD-SCDMA, such as adding TD-SCDMA technology to the government procurement catalog, and acknowledging it as a high -tech special project in the next 15 years to enjoy fund support and tax rebates. First Loongson Store Opens in Beijing

At 10am January 8th, the Loongson Product Store was opened in Beijing's Zhongguancun area, known as China's silicon valley. The store is located close to Loongson's developer, the Computing Technology Institute of China Academy of Science.

The Loongson products sold in the store includes: CPU, laptops and desktops, firewalls, developing tools, etc. It is reported the store is the third one of its kind in China, following pilot stores in Shanghai and Shenzhen. Sources from Loongson developer said more such stores will be opened in Tier-2 cities like Chengdu and Xi'an.

Loongson is the brand of China's homegrown computer chips, first launched in 2002 with 32-digit process at 266MHz. The most update version is Loongson 2E, introduced to market on 9/13/2006, which allegedly reaches the technical level of Intel's Pentium 4. people.com.cn, 1/8/2009

USITO Notes: Again this seems another fruit of China's "indigenous innovation" drive. In the 15-year Hi-Tech Plan and the 5-year S&T Plan, both issued in 2006, 16 special projects were outlined to be the priority for development of the next 5 and 15 years. The first one in the 16-project list, is about software and integrated circuits. In the recent two years, the Loongson developers have received much preferrential tax policies and special R&D fund of up to one RMB billion. USITO has recently worked with SIA (Semiconductor Industry Association) to jointly develop a report on the 16 Special Projects, which is scheduled for release within the next week or two.

Though a variety of Loongson products are now available commercially, most remains low-end comsumer products. Local media said the business was slack as the store saw few buyers though it received many visitors. Experts say the Loongson relies foreign semiconductor manufacturing facilities (by the European ST Microelectronics), to produce the chips. In the highly globalized value chain, no technology could be isolated in a closed circuit.

Chinese Official Media Commentary: 3G Licenses Issuance to Prop Up Economy

China 's issuance of 3G licenses is expected to help drive up the country's GDP by 0.5-1 percent. It will also likely drive social output up by nearly RMB 2,000 billion and stimulate 3G -related industrial chains. The country China is expectable to develop 500 million 3G users within five years and the fourth generation ( 4G ) mobile telecom technology will be exploited in the short run, with 2G and 3G technology being developed in the meantime.

An on-line survey at Sina.com on Wednesday found that 65 percent of the 130,000 respondents said they would choose 3G network service. Members please click here for the full text.

CCID: Review of China's Environmental Protection Industry 2008 and 2009 Outlook

In 2008, the total production value in the environmental protection industry topped RMB 800 billion, growing 15% y-o-y. It is forecasted at the end of the 11th 5-Year Plan period, the annual production value in the industry will reach RMB 1.1 trillion. China to Issue Access Licenses for TD+CMMB Handsets

The first type of CMMB TD-SCDMA handset has gone through access testing satisfactorily. China Telecommunication Technology Labs (CTTL) has issued a testing conformity certificate for the TD-SCDMA handset supporting CMMB functions. Sources said that the access testing for other CMMB TD handsets is ongoing, and expected to conclude in mid-January, 2009. Access license will be issued after the completion of the access testing. MIIT Approves Two CMMB Handset Types

On December 25, 2008, two types of TD handsets received the testing conformity certificate issued by China Telecommunication Technology Lab. They were manufactured by Hisense and Coolpad respectively. At the same time the access testing of the CMMB handsets manufactured by 9 vendors including UT Starcom, Hai'er, ZTE and Lenovo is ongoing. China Mobile Changes TD Logo

Starting from January 3, 2009, China Mobile will begin to use new TD logo in its TD-SCDMA advertisement and brochures. The new log is composed of G3 as key component, and will be incorporated into its three key service brands including Gotone and Easyown. Chinese Text

China Mobile Launches R&D Center in Silicon Valley

On 1/5/2009 , China Mobile, China's top mobile communication carrier, established its first U.S.-based R&D center in Silicon Valley , aiming to attract local talents. According to Bill Huang, President of the Research Institution of China Mobile, the Silicon Valley is the most famed and largest innovation base in the world, and the purpose of China Mobile's move is to access the latest technologies, so as to accelerate its innovation process. China Software Association Awards Top 2008 Software

With a view to choosing excellent software products and fostering famed software brands to prepare for widely launched government procurement programs, public bidding for large key information projects and the export of excellent software products, China Software Industry Association launched a program to assess and choose top software products of the year 2008. Survey of Commercial Value of Original Software 2008 Released

The white paper on survey of commercial value of original software in 2008 was published by the Information Week and the Business Software Alliance. According to the white paper, the program for compulsory application of original software in enterprises has made headway, but more efforts need to be made to accelerate the process. Shenzhen Court Pronounces Judgment for High-Profile Software Piracy Case

The People's Court of the Futian District, Shenzhen pronounced the judgment for 11 members of the global largest piracy gang, who were sentenced to an imprisonment of from one year and six months to six years and six months. CS&S Invests RMB 150m in R&D of Basic Software

China National Software and Service Co., Ltd. announced on January 4 that it will invest RMB 150m in R&D and industrialization of basic software platform, of which, RMB 100m is used to expand the capital of Shanghai China Standard Software Co., Ltd., and RMB 50m is used for R&D and industrialization of basic software application platform. MIIT: China 's Software Industry Grows 30% Annually

At the high-level forum on the development of China's software industry held in Shuyang, Jiangsu, an MIIT official said the software industry maintained an annual growth of about 30%, in contrast with the slowed growth of the industrial economy. New Rules in Zhejiang Encourage Online Shops

The Zhejiang Administration for Industry and Commerce published the Guidelines for Advancing the Rapid and Healthy Development of Online Market on December 29. The guidelines are intended to promote the sustained and healthy development of private enterprises especially small and medium enterprises through encouraging the development of various types of online markets, giving more support to online markets and improving the self-regulation rules for online markets. The 2008 China Game Industry Annual Conference is scheduled in Qingdao on January 13-15, 2009. This will be the fifth such gathering. Hong Kong 's IPTV Service Penetration Ranks 1 st

Advanced Semiconductor Engineering Group Plans to Launch Factory in Chongqing

The Taiwan-based Advanced Semiconductor Engineering Group will invest about RMB 1b to establish a consumer electronics factory in Chongqing. Sources said the first electronic project launched by Advanced Semiconductor Engineering Group in Chongqing will commence in April 2009, manufacturing electronic products for enterprises and consumers, and electronic components. Largest LED Base in West China Launched

The largest LED base in West China was launched by China Silian Instrument Group Corporation Limited (SIC Group) in Chongqing on December 28, a key move of SIC Group following the purchase of assets from one of the world top 500. The first fifth generation ( 5G ) TFT-LCD panel production line in south China started operation on December 30, marking a milestone in the production of LCD in south China. Export Rebate Rate to Be Raised for 553 Electromechanical Products

According to a circular issued by the Ministry of Finance and State Administration of Taxation on December 29, the export rebate rate for some types of electromechanical products with technology content and high added value will be raised on January 1, 2009. China Updates the ¡°Home Appliances to Rural Areas¡± Policy

The General Office of the State Council issued a circular, announcing that from February 1, 2009, the ¡°Home Appliances to Rural Areas¡± Policy will be implemented across China. Before that, only 12 provinces, autonomous regions and municipalities under the Central Government were chosen as the pilot regions for launching the program. Supercomputer Dawning 5000A to Settle in Shanghai

Li Jun, President of Dawning Information Industry Co., Ltd., said in an interview that China's first supercomputer 5000A with an operation capacity of more than 100 trillion times per second will be installed in Shanghai Supercomputer Center in April 2009. Lenovo Announces Job Cut Plan

National Information Disaster Recovery Center Launched in Chengdu

A foundation stone laying ceremony was held in Chengdu on December 30. Sources said the data center launched by Global Data Solutions Limited will become the first-class international green data center. This project covers an area of 83.5 mu, and the total investment will be about RMB 1.6b. Huawei: Sales Grow 46% in 2008

Huawei Chairman Sun Yafang said in an email to all employees that in 2008, Huawei maintained a steady and healthy growth, and the sales reached USD 23.3b globally, a 46% growth year on year. The revenues earned from international markets account for over 75%. Chinese Text
