Xi Jinping Stresses Economic Reform in Last Central Economic Meeting of 2015

On December 21, President Xi Jinping delivered an address to senior Chinese government officials at the last Central Government Economic Work Meetingof 2015, emphasizing the imperative nature of economic reform, particularly structural reform, as China moves into 2016. 

 

Specifically, President Xi highlighted the following five areas as being "frontline" issues in China's structural economic reform:
  • Resolving manufacturing overcapacity through greater market forces
  • Help companies reduce costs, by improving government efficiency
  • Alleviate supply and demand imbalances in the real estate market
  • Increase aid for the impoverished, offering genuine opportunities for upward mobility
  • Prevent financial risks by increasing government debt management
While information communications technology (ICT) was not explicitly mentioned in Xi's remarks, the five "frontline" issues outlined above will have considerable influence on ICT policy-making in the coming year, as ministries like MIIT work to adapt to central government priorities.
