State Council Eliminates Four Cryptographic Licenses

On September 29, the State Council announced the elimination of 40 administrative approvals including four commercial cryptographic licenses managed by the Office of State Commercial Cryptography Administration (OSCCA). The four abolished licenses are: manufacturing license, sales license, license for foreign-invested enterprises to use foreign cryptographic products, and the license for foreign organizations and individuals to use cryptographic products or products containing cryptographic technology.
 
OSCCA will take measures to enhance supervision upon eliminating the approval. Measures include building encryption standards and a certification and authentication system, strictly controlling market entry of commercial encryption product by strengthening the approval of commercial encryption products, and strictly controlling the import of encryption products by strengthening the approval of the import license, among others.
