Regulation of Online Infringement and Counterfeiting Strengthened

On November 7, the General Office of the State Council issued Opinions on Strengthening the Governance of Internet Infringement and Counterfeiting, calling for government regulation, industry self-discipline, and social participation to crack down on online sales of fake and substandard products. 
 
The Opinions also identify responsibilities for key stakeholders:
  • E-commerce platforms: strengthen qualification examination for network operators
  • Self-operating e-commerce enterprises: strengthen quality control and IPR management
  • Internet service providers: implement the obligation of "notice-deletion"
  • Upstream and downstream enterprises: implement real-name system for posting and delivery.
