Pilot Cities Selected For Domestic Trade Circulation Reforms

On August 6, the General Office of the State Council issued a policy to pilot reforms designed to support e-commerce development.  The program focuses on domestic trade circulation systems in nine cities, including Shanghai, Nanjing, Zhengzhou, Guangzhou, Chengdu, Xiamen, Qingdao, Huangshi and Yiwu.

Pilot cities have been assigned tasks in the following areas:

  • Explore an innovation-driven trade circulation development mechanism, which highlights the role of e-commerce;
  • Promote a supervisory mechanism and credit system;
  • Guide infrastructure construction to cater to trade circulation in different market areas;
  • Improve government administration.

Following a one-year trial, the nine cities are expected to share experience and best practices that can contribute to nationwide reforms in the domestic trade and circulation system. The Ministry of Commerce and another eight ministries will assess the progress of the pilot program, and submit results to the State Council.
