MIIT Cracks Down on Telecoms Construction Project Supervision

On June 6, MIIT released Provisions on Telecoms Construction Project Quality Supervision (Revised Draft). The Regulation was originally released in 2001 and created a supervision mechanism for construction projects. In recent years, with the increased investment in communication infrastructure, MIIT feels that projects have been rushed with project completion timeline demands and quality has dropped so this revision is designed to monitor new projects. Additionally, in 2008, supervision fees for construction quality management were eliminated and in 2013 the State Council removed the requirement to get administrative approval before building commenced.
 
The newly revised draft has 5 sections that focus on: 

  • Clarifying responsibilities
  • Improving the quality of management agencies that oversee projects
  • Establishing a random-check system
  • Creating a project reporting system
  • Redefining legal liability
