Government Implements E-Procurement for Select ICT Products
On November 19, the State Administration of Taxation issued the Circular on Implementing E-Procurement for Certain Products under the National Tax System, marking a substantial reform to the national government procurement system.
The Circular states that e-procurement will be introduced across 12 product categories, including:
- Computer software
- Servers
- Computer networking equipment
- Video conferencing systems
- Conference room audio systems
- Multi-function printers
The Circular also clarifies that the prices of products on the e-procurement platform shall be designated as ceiling prices for the procurement of such goods, and that e-procurement shall be prohibited when projects exceed a procurement budget of 1.2 million RMB.
