Central Government Accelerates Implementation of "Three-to-One" Enterprise Registration System

On August 14, six authorities including the State Administration for Industry and Commerce (SAIC), National Development and Reform Commission (NDRC), State Commission Office for Public Sector Reform (SCOPSR), State Administration of Taxation (SAT), State Council Legislative Affairs Office, and theGeneral Administration of Quality Inspection and Quarantine (AQSIQ) jointly promulgated a Circularon accelerating implementation of the commercial enterprise registration reform, which was initiated by the State Council at the end of June. 

The Circular call for full implementation of the registration system of consolidating the business license, the organization code certificate, and the tax registration certificate into one certificate ("Three into One"), as well as uniform registration conditions, procedures and standards for registration application documents. 

 

With this reform,

  • Commercial enterprise registration applications will only require "one form" and "one set of materials" to be submitted to the "integrated service window"
  • Business licenses will be issued together with one unified social credit code
  • Enterprise registration information will be publicized as appropriate
