AQSIQ Releases Consumer Product Recall Measures

In late December 2015, AQSIQ issued "Management Measures for the Recall of Defective Consumer Goods". The administrative measures went into effect January 1, 2016, with a focus on household electrical and electronic products.
 
The Measures place primary recall responsibility with the manufacturer, and require implementation of a two-level supervision model by the AQSIQ and provincial departments of quality inspection.  The Measures also provide for a directory management system.
 
A draft of the Measures was published for comment in mid-July 2015.  The final version has clearer definitions for key terms such as "consumer products" and "defects", but retains short time frames for manufacturers to appeal recall orders or to devise recall plans.
