Four Ministries Jointly Issue the Guidance Catalogue of Indigenous Innovation on Major Technology Equipment

On December 25, 2009, four ministries, namely the Ministry of Industry and Information Technology (MIIT), Ministry of Science and Technology (MOST), Ministry of Finance (MOF), and State-owned Assets Supervision and Administration Commission (SASAC), jointly issued the circular of “Guidance Catalogue of Indigenous Innovation on Major Technology Equipment (重大技术装备自主创新指导目录)”. The circular identifies 18 areas and 240 equipment products, which shall be privileged in relevant technology and product development plans, receive relevant funding support, enjoy policy support like government procurement, and enjoy preferential treatment when applying for listing in the “Indigenous Innovation Products Catalogue”.

In detail, the 18 areas include:
1. Clean energy & high efficiency electricity-generating equipment; 2. Super or extra-high voltage electric transmission and suite of transformation equipment; 3. Large-scale petroleum and petrochemical equipment; 4. Suite of Large-scale coal chemical equipment; 5. Suite of Large-scale high-accuracy metallurgy equipment;
6. Large-scale coal and glory-hole equipment; 7. Transportation equipment; 8. Large-scale equipment used in environmental protection and recourse comprehensive utilization; 9. Large-scale construction machinery;
10. New-type textile machinery; 11. New-type & large-horsepower agricultural equipment; 12. Electronic/biology/medical high technical equipment; 13. High technical equipment used in shipping and ocean engineering; 14. High-range numerically controlled machine tools; 15. Airplanes for civilian use; 16. High-range printing machinery; 17. Key fundamental components and heavy castings and forgings; 18. Equipment specifically used in airport and port machinery.

There are four standards to evaluate the candidate products under the Catalogue: 1. the product is urgently needed by key projects and national economic construction; 2. the product has large import volume; 3. the product has high export value or large export potential; 4. the product has big potential for energy efficiency and materials saving, and has environmental, economic and social benefits; 5. the product has internationally advanced technology as well as the technical basis to be developed before 2012.

The goal of formulating the Guidance Catalogue, as stated therein, is to “improve the Indigenous Innovation capacity of manufacturing equipment industry, feed the demand for manufacturing equipment in the national economy and key construction projects”; the Guidance Catalogue is supposed to “provide guidance for the enterprises to develop the most needed equipment products”, and “provide references to government, banks and institutions about how to support the manufacturing equipment industry”. USITO Notes: This new directive is part of the Chinese government efforts to encourage the homegrown equipment industries. Under the country’s 15-year mid- and long-term technology plan, the government is committed to build a much stronger manufacturing equipment industry, and thus “reduce the reliance on foreign equipment”. Government officials deem that China continues to lack core technologies and heavily rely on foreign technologies in important economic sectors like manufacturing equipment, and old policies like the 863 and 973 plans didn’t solve the problem of relying on foreign products. An example is that about a year ago, China launched the RMB 4 trillion stimulus plan to fight the financial crisis, the majority of the money ended up in infrastructure building, which in turn highlighted Chinese project managers’ reliance and preference on foreign equipment. As a result, authorities strongly believe China needs to introduce a new series of policies to build a stronger capacity in this sector.

SNS Games to Be Under Regulation

Sources said that the General Administration of Press and Publication announced regulatory measures over SNS games in December 2009. Many SNS game markers began to apply with the GAPP for registration of their game products. Previously, both GAPP and the Ministry of Culture (MOC) concentrated on large online games, while various types of SNS games were not put under supervision. MOC has issued a circular to leading SNS game makers, requiring those planning to operate online games to obtain a permit before beginning their operations. This mirrors the shift of MOC’s management orientation, that is, SNS games and common online games are now equally treated. Chinese Text

New Call Rates Scheme Implemented for Mobile Phone Users

MIIT and National Development and Reform Commission issued a circular jointly, announcing that from the first day of the new year, a unitary rate scheme will be adopted for mobile phone long-distance calls, eliminating the need to pay local call charges. The circular, issued on December 11, 2009, was titled the Circular on Lowering the Long Distance Call Rates of Mobile Phones. The implementation of the unitary rate scheme will save mobile users much cost of calls. All the telecom carriers voiced their support for this scheme. Chinese Text

China Mobile Builds B2B E-commerce Network

China Mobile announced last week that it would deliver 5 services to enterprise customers, including online procurement, enterprise procurement, hotel booking, ticket booking and procurement information release, and roll out a brand new electronic commerce platform --- E-commerce network JOY. Currently, China Mobile has established a unified centralized procurement system within the group, and at the same time, completed the construction of an advanced B2B E-commerce system covering over 300 partners, achieving a total procurement volume of over RMB 75b. China Mobile Announces 4G Terminal Bid Winners

China Mobile announced that Alcatel-Lucent, Motorola and Innofidei have been chosen to be on the shortlist of vendors for the TD-LTE data card terminal R&D project for the Shanghai World Expo. To meet the needs of the TD-LTE experimental network service demonstration at the Shanghai World Expo, China Mobile Shanghai branch launch the bidding procedures for choosing the first batch of vendors to participate in the R&D project. According to the plan of China Mobile, the TD-LTD demonstration network will be built at Shanghai World Expo, demonstrating the 4G evolution technology level. Sources from China Mobile said many equipment vendors have participated in the testing, including Datang, Huawei, ZTE and Potevio. Chinese Text

China P&T Appliances Merged

China P&T Appliances, a Chinese large mobile phone distributor, has been merged into China General Technology (Group) Holding, Limited (Genertec), according to an announcement issued by the State Council State-owned Assets Supervision and Administration Commission on January 4. After the merger, which was approved by the State Council, China P&T Appliances becomes a wholly-owned subsidiary of Genertec. China P&T Appliances, established in 1964, specializes in distribution of communication terminals. Chinese Text

SAT: 100 Cartoons Enterprises Enjoy Tax Incentives

The State Administration of Taxation said that among 303 candidate cartoons enterprises applying for accreditation, 100 enterprises have been accredited and can enjoy preferential tax rates. The accredited cartoons enterprises can handle necessary formalities with the tax authorities for enjoying lower tax rates in VAT, corporate income tax, operating tax, import duties. The first batch of accredited cartoons enterprises include famed enterprises and small and medium-sized emerging enterprises. Chinese Text

U.S. Software Maker Sues Chinese PC Maker

A foreign media report said that Cybersitter, a U.S. software maker, lodged an action against China and seven PC makers on Tuesday, accusing them of inappropriately using the codes of its content filtering software. Cybersitter said China copies its software codes and improperly use them in the Internet filtering software sold across China, and thus claimed a compensation of USD 2.2b. The seven PC makers sued include Sony, Lenovo and Toshiba. This case involves China’s Green Dam software. SolidOak, patent company of Cybersitter, said in June last year that Green Dam software is suspected of plagiarizing its software codes. Chinese Text
