Dear Members,
USITO’s policy working groups play a key role in shaping USITO’s policy agenda. At the beginning of the new year, we want to show our great appreciation for the extraordinary contribution, leadership, and dedication of our Co-Chairs in 2009: Scott Zhao of Intel, Liu Hai of IBM , Terry Zhang of Intel, Dennis Ding (who was with SUN Microsystems until recently), Dennis Chen of TI, and Dapeng Lin (who was with Oracle until recently).
We are in the process to re-launch our WGs for 2010. In addition to the previous 3 WGs, we plan to add Cyber Security WG, per requests from many of our members. We are calling for participation as well as for volunteers to be the Co-Chairs of all 4 WGs. If you are interested in participating in the WGs, please send an email to ftzhang@usito.org before Thursday, January 14th, 2010. Also, if you are interested to serve the Co-Chair roles, please state so in your email. Please note, we only take self-nomination. We will arrange kick-off meetings shortly after for each of the WGs; and, we will confirm the Co-Chairs, and develop the exact scope and work plans during the meetings.
Below is the preliminary scope of the WGs:
1. Environmental & Energy Efficiency WG: This group looks at environment and energy efficiency compliance issues at the product level. It includes China RoHS, WEEE, REACH, and energy efficiency standards. It also includes the promotion of energy efficiency technology in traditional industry with the goal of reducing the industrial carbon footprint.
2. Standards and Conformity Assessment WG: This group specifically looks at China’s standardization and conformity assessment drive and searches for positive ways to encourage China to adopt global practices in developing standards. The group specifically, but not limited to, focuses on the following issues: China standardization and conformity assessment laws, product certification, foreign participation in standards setting process, along with standards-related IPR issues. Additionally, this group may create standards specific action groups for topics such as: RFID, high-performance computing, printer cartridge technology etc.
3. Trade and Investment WG: This group focuses on macro-level issues that affect the overall strategy and competitiveness of the foreign tech industry in China. Specific issues the group covers include: innovation policy, anti-monopoly law, IPR and patents, government procurement, tax policy, international trade issues such as ITA, along with information assurance policy.
4. Cyber Security WG: This group addresses the growingly complicated information security regulatory regime in China. Issues include the 13 information technology products certification agenda, multi-level protection scheme, encryption control blueprint, trusted computing, Internet security, among others.
