The speakers will share their knowledge on the Validated End User (VEU) program and enforcement, the U.S. export licensing for companies in China, as well as industry perspectives on export controls.

Jeannette L. Chu, U.S. Embassy
Jeannette L. Chu, Export Control Attaché, represents the U.S. Department of Commerce, Bureau of Industry and Security (BIS), at the U.S. Foreign Commercial Service, American Embassy Beijing. She provides information on U.S. export control requirements and processes, and liaises between U.S. industries, BIS and host country officials.
Ms. Chu previously served as the Immigration Attaché and Officer-in-Charge of the U.S. Immigration and Naturalization Service (INS) and Immigration Office, Department of Homeland Security, at the American Embassy Beijing from 2000 through 2004. In 1997, Ms. Chu established the INS office in China at the American Consulate General Guangzhou (Canton) in 1997 and served as the first Officer-in-Charge. She brings more than 20 years of investigative and law enforcement experience from various government agencies including the Federal Trade Commission, U.S. Department of Labor and the Commodities Futures Trading Commission. Ms. Chu is an active participant in various law enforcement organizations and was one of the founding members of the Foreign Law Enforcement Community in China (FLECC), composed of law enforcement liaison officers from the diplomatic community.
Ms. Chu received her B.A. in Political Science from American University, Washington, D.C. and completed additional graduate studies in Criminology at American University and St. Joseph’s University in Philadelphia, Pennsylvania.
John Larkin, II, LTI Associates
Prior to founding Larkin Trade, John served as the Director for Export Compliance for Veeco Compound Semiconductor, a company that provides compound semiconductor manufacturing equipment for use in the production of light emitting diodes, radio frequency emitters, and solar cells. In this position, John utilized his knowledge of the Chinese market to assist Veeco in addressing its trade issues relating to China, including developing a China market strategy, providing guidance on logistics and regulatory issues, and serving as the primary liaison with the U.S. and Chinese Governments.
From 2002-2004, John served at the U.S. Embassy in Beijing as the Export Control Attach and as a Commercial Officer. As the Export Control Attach© John was the Bureau of Industry and Security representative in China serving as the U.S. Government expert on dual-use export controls. In that role, John traveled extensively throughout China conducting site visits at Chinese companies and meeting with provincial Chinese Government officials. John was also the primary U.S. Government representative in negotiating a bilateral export control agreement that was concluded in 2004. The Secretary of Commerce awarded John a Gold Medal for his role in these negotiations. As a Commercial Officer, John provided counseling and assistance to U.S. companies on a broad range of trade issues and served clients in various industry sectors, including aerospace, machine tools, nuclear, and IT/Telecom. John authored reports for the Country Commercial Guide for the machine tool and security equipment sectors, among others, as well as program reports on export controls and standards. John also coordinated with State trade offices on trade missions to China and was the lead officer for the Minnesota trade mission, which was the largest State led trade mission to China. From 1995-2001, John was a Special Agent, first with the U.S. Customs Service in Los Angeles, then with the Dallas Field Office of the Bureau of Industry and Security. As a Special Agent, John conducted administrative and criminal investigations related to U.S. Government trade laws and regulations, including valuation, intellectual properties rights, antidumping, and export controls, among others. From this experience, John became well versed in U.S. and foreign trade laws and regulations. In 2001, the Secretary of Commerce awarded John a Silver Medal for the successful completion of a complex and international investigation. John is a graduate of the University of Pennsylvania (B.A. 1989, M.S. 1989). John is a veteran of the United States Marine Corps and speaks, reads, and writes Mandarin Chinese.
