Each of China’s last 4 Five-Year Plans has emphasized the importance of so-called three-network convergence, or the integration of China’s national cable, telecommunications and Internet networks. As such, two main authorities, the State Administration of Radio, Film and Television, which controls China’s cable companies, and the Ministry of Industry and Information Technology, which controls China’s Internet service providers and telecom operators, are in discussions about how to integrate these three crucial networks from a regulatory and management standpoint.
In support of this initiative, the China’s State Council has released two key documents – General Guideline on Three-Network Convergence (Document 5) and Pilot Plan on Three-Network Convergence (Document 35)’ – which outline certain specifics of this national integration as well as a multi-city pilot program. The successful realization of Three-Network Convergence could create a multi-billion dollar integration services and network/cable equipment market in China. However, despite Document 35’s call for Three-Network Convergence pilot projects to be completed by the end of 2012, internal disagreement has led to ongoing delays.
USITO is honored to invite one of the two main authorities involved in Three-Network Convergence and China’s principle cable networks operator, the State Administration of Radio, Film and Television (SARFT) to update USITO members on the latest progress regarding the Three-Network Convergence.
