Lilian Rogers

Policy Manager

Lilian Rogers is a Policy Manager at USITO supporting the IPR and Compliance Working Groups and the IC Task Force.  

She comes from a business policy background having spent nearly three years at strategic consulting firm APCO Worldwide. As a part of the ICT practice there, she specialized in policy analysis, stakeholder engagement, and business strategy for technology multinationals.  She also served as the research and business development lead for APCO’s Greater China Chairman while based in Shanghai. 

Previously, she interned with the government affairs team at the American Chamber of Commerce in Beijing, and at Caixin Media, one of China’s top finance media. She holds an undergraduate degree in International Relations from Stanford University, and is fluent in English and Mandarin.
